This is not without reason:

Germany is allocating 108 million euros for the development of and migration to open source CMS. Specific: to TYPO3.

A large number of Dutch municipalities have been relying on TYPO3 for years. ViBiS has, among other things, advised project management in the process (Utrecht) and provided training (Heemskerk). ViBiS has supplied or contributed to TYPO3 websites as a subcontractor for other government agencies, including the WRR.
